In January 2013 the International Association of Athletics Federations (IAAF) reported an anti-doping rule violation against the Russian Athlete Liliya Shobukhova after an IAAF expert panel concluded unanimously in their Joint Expert Opinion that the Athlete’s hematological profile “highly likely” showed that she used a prohibited substance or a prohibited method: the use of EPO or Blood doping.
This conclusion of the IAAF expert panel is based on assessment of blood samples, collected in the period from October 2009 until October 2011 reported in the Athlete’s Biological Passport (ABP).
After notification a provisional suspension was ordered. The Athlete failed to file a statement in her defence nor did she request to be heard for the All-Russian Athletic Federation (ARAF) Anti-Doping Commission.
Considering the Athlete’s ABP blood profile and the IAAF Expert Opinion the ARAF Anti-Doping Commission concludes unanimously that the only possible explanation for the Athlete’s abnormal blood profile is blood manipulation through the use of EPO or blood doping.
The Commission finds that the IAAF did not provide evidence demonstrating aggravating circumstances in this case and rules that the standard sanction will be imposed on the Athlete.
Therefore the ARAF Anti-Doping Commission decides on 9 April 2014 to impose a 2 year period of ineligibility on the Athlete starting on the date of the provisional suspension, i.e. on 24 January 2013.
